With a starting point of 203 and the next step being 161, we have have limited
the length of nodes by using a MIN QUAL of 161.  I currently have about 120
in my node table that is 161 or higher. I would go down further in MIN QUAL,
but those with the 800 nodes table would swamp things.  When those with the
larger tables implement what is described, their lists will shrink and we can
then drop the MIN QUAL to accept further REACHABLE hops.  This is what NEDA
was talking about 20 years ago. It is just a matter of implementing it so that
the tables show the reachable nodes. Also, shortening up the steps from the
start of the OBSO value of 5 to the MIN OBSO to 4 will quickly drop off a node
that is not reachable in a quick time when using the OBSO TIMER of 900 (15 min).
