Over the past month or so I've been asked how come little, if any
news, pertaing to the bushfires and our (read WICEN) involvement
and this particularly from overseas news bulletins. Also I had
been trying to get an Aussie perspective on the recently concluded
WRC in Egypt where we had sent 2 participants at not an insugnificent
cost.
Just a day or so back we were told why nothing from a VK perspective
when WIA President Greg send the following
" Re WRC: The WRC reports from the WIA Team ( and any of the
Australian delegation ) were embargoed by DOCA until the
conclusion of the WRC. We had the reports but couldnâ€t publish
anything. Annoying, but nothing we could do about it.
Hence only reports from those on the IARU team - which we were
- but only those NOT on country delegations. So a pain- until it
finished."
So that's that one, re WICEN in some delving around it neccesates we
look at it's history ..
WICEN is the Wireless Institute Civil Emergency Network
WICEN had its origins in the ad-hoc networks formed by Amateur Radio
operators to assist the community.
BUT
WICEN is totally independent from the WIA
During the 1939 'Black Friday' bushfires in South Australia and
Victoria Amateur Radio operators using their own equipment and
knowledge established an emergency communications network.
After WW2, 1945 saw the Bushfires Emergency Network come into being in VK2
and following new P.M.G regulations on portable and mobile operations the
Wireless Institute of Australia Emergency Communications Network started
in 1946, subsequently renamed Wireless Institute Civil Emergency Network,
WICEN.
For many years WICEN has provided field deployed emergency communications
during disasters, emergencies, and community activities.
These days WICEN is more an umbrella name given to a collection of
emergency or community service communications groups who have set up
in response to their local needs.
WICEN is totally independent from the WIA, though many WICEN members
are of course WIA members and the WIA strongly supports the continuing
activities of WICEN.
WICEN consists of a number of state or territory based volunteer emergency
communications service organisations whose members are primarily licensed
amateur radio operators. Members are accredited to assist in emergency
situations and are able to provide emergency and safety communications for
other agencies when conventional communications networks fail or are
inadequate.
It is important to realise each WICEN entity operates independently
under appropriate local, state, or other disaster plans.

ANTARCTIC
In Antarctica, Chris W2RTO, is on the air from KC4USV at
McMurdo Station, mostly operating FT8 on 14.075 MHz.
Given the 24 hours of daylight this time of year and the
challenging terrain, the lower bands are unusable in Antarctica,
but a dipole may be in the offing for 40 meters later in the season.
W2RTO is in the Antarctic getting research sites up and running with
their communications needs. QSL via K7MT.
Chris tries to be on the air at 0000 UTC for about 30 minutes a day,
Monday through Saturday, and at 0600 UTC.
Marco de Pas, DK 5 SXQ will arrive in Antarctica on December 20,
remaining into February, operating as IA0/DK5SXQ from the
Italian-French base Concordia. Heâ€s in Antarctica to install a LIDAR
(light detection and ranging) system but expects to have some
spare time to operate.
Seba, SQ 1 SGB, plans to be on the air from VP 8 HAL at the
Halley 6 Research Station until February 8. If he is successful
in erecting an antenna, he operate on FT8, JT65, and SSB on
40 and 20 meters. QSL through EB 7 DX.
IRAN
Iranian radar in 40m ham radio band
The latest IARU-R1 Monitoring System newsletter reports a radar in
northern Iran has been operating on the 7 MHz amateur radio band.
On November 13, the radar was observed with a centre frequency of
7000 kHz using Amplitude Modulation On Pulse at 81 Sweeps Per Sercond
covering 6978 - 7022 kHz.

HUNGARY
DRM tests from Hungary on 26 MHz for one year
The Budapest University of Technology started a 1-year Digital Radio
Mondiale test on the 1st of June 2019 and it is running until the end
of May 2020.
The transmitted content is a 24-hour program, played out in a loop,
compiled by the media partner of the project, Radio Maria.
What is unusual about this test is that it is being carried out on
26.060 MHz with 100 watts into a 5/8 vertical.

Radio amateurs are keen volunteers.
December 5 was International Volunteer Day and National Societies
worldwide took the opportunity to thank their members for their
'volunteering.'
One such National Society was DARC, who reported more than 4,600
radio amateurs are doing voluntary work for the hobby in Germany alone.
International Volunteer Day was designated by the United Nations in
1985 as an international observance day to celebrate the power and
potential of volunteerism. The employees of the DARC office took the
occasion as an opportunity to thank the committed DARC members very
much for their work. Without the dedication, cooperation and
creativity of many active radio amateurs, our association would not
exist DARC posted.

The theme for the 2020 Dayton Hamvention will be “Amateur Radio,
The Future.â€
Hamvention General Chair Jack Gerbs, WB8SCT, invited Hamvention
attendees to celebrate amateur radio's past, present, and future.
As amateur radio operators, we enjoy many modes of operating,
WB 8 SCT said. We also enjoy challenges such as satellite
communications, moon bounce, meteor scatter, and more. What truly
excites me about our hobby is the diversity of these modes and the
fact that, as we move to the future, we still enjoy the technologies
of the past.â€
“The theme acknowledges the role that amateur radio has always played
and will continue to play in future communication developments,â€
Hamvention said, acknowledging the contributions of the many hams who
actively work on new ideas, equipment designs, and software to
improve electronic communication.
Hamvention 2020 takes place May 15 - 17 in Xenia, Ohio.
Maine makes waves - again
Waldo County Emergency Management Agency in the US of A has become
the first to deploy a New Wide-Area, Emergency, Public-Information
Radio Service.
Itâ€s not the first time a communication innovation has come out of
the US State of Maine. In 1868, Mainer Joseph Stearns came up with a
way to carry two ends of a conversation simultaneously on the same
wire, revolutionizing the telegraph industry; and later what would
become the "telephone" industry.
In that spirit, one Maine county, with the assistance of seasoned
amateur radio operators is implementing the Nationâ€s first
county-wide emergency broadcast system, utilizing universally
available AM radio channels.
The new wide-area system will be utilized in
emergency / disaster situations in which citizens are cut off from
power and communications.
Waldo County will be erecting road signs and will be using all
local media to promote the presence of the emergency service.
“During an emergency, we will send out a Wireless Emergency Alert
to cell phones directing people to tune to the AM station for
more detailed information."

The WIA and the Contest Committee would like to thank all who took

Zorro back in Bhutan
Zorro, JH1AJT and his team will once again visit Bhutan.
This time Zorro will have meetings with the Olympic Committee and
Bhutan Paralympic Committee for Bhutan's participation in the
upcoming 2020 Tokyo Olympic/Paralympic Games, especially focusing
on his support to Paralympic and Para-athletes.
Also he will discuss the possible participation of Bhutan in the
next Winter Olympic/Paralympic Games and preparation for that.
As always, Zorro cannot operate for long time as he has many duties,
but good operators in his team will do their best for world-wide
contacts.

Belgium UBA - The Oh Royal (OR 0 YAL) Award
At the occasion of the 18th birthday of HRH Princess Elisabeth,
the UBA is offering a commemorative Award for working special event
stations aired between October 25th and 25th December 2019.
The OR0YAL Award is offered in four classes.
During this two months period, the UBA will activate the special
event station OR0YAL (which can be read as Oh Royal).
Furthermore, over 30 UBA club stations using the special prefix OR18
will are on the air.

Members of the Cyprus Amateur Radio Society during the entire year of
2020, as it's an important year for the Republic of Cyprus which
completes 60 years since its establishment, can use 5B60 prefix
Specifically, CARS members, will be able to use the 5B60 prefix
(instead of 5B) if they wish, starting from 1 Jan until 31 December
2020.

Norfolk Island operation
Janusz, SP9FIH, will be active as VK9NK from Norfolk Island (OC-005)
between January 12th and April 12th.
He states, "It is my tribute to Jim Smith, VK9NS, who lived and
operated from there for years. According to last internet poll VK9N
is 85th most wanted entity."
Activity will be on 160-10 meters using SSB, RTTY and FT8.

In 2020, radio amateurs in the North Limburg region of the
Netherlands, will be on the air with Special Event Station PA 75 OV.
Just like in 2015 with PA70OV, the station PA75OV is a Special Event
and Memorial Station for the occasion of commemorating 75 years
of freedom and WW-II "Operation Veritable."
Operation Veritable, a.k.a. the Battle of the Reichswald or the
Great Allied Rhineland Offensive that started February 8th 1945
took place in the North Limburg region and was the successor of
Operation Market Garden.
There are no particular band plans, with activities announced on the
DX-Clusters and QSL cards will be sent automatically by the end of
2020 after closing of station PA 75 OV.

ATV - We look at an SSTV story from Borneo.
The Borneo Post have reported that the Lopeng Fire and Rescue station
hosted the first Amateur Satellite of Malaysia (AMSAT-MY) Slow Scan
TeleVision (SSTV) test recently, where the firefighters got the
chance to try their hands at capturing and decoding SSTV images via
smartphones.
Organised by the Malaysian Amateur Radio Transmitters Society (Marts)
and run by Amsat-My Sarawak in cooperation with Miri Amateur Radio
Club (MARC), the activity exposed the firefighters to SSTV and train
them to use it.
Images were transmitted from Canada Hill. With the help of the
ROBOT36 apps, which could be downloaded for free, these images
could be sought and decoded via smartphones.
“The firefighters can make use of the SSTV in emergency situations,
said MARC chairman Vincent Lo. SSTV is one of the components in the
communications system contributed by MARC to the Fire and Rescue
stations in Lopeng and Marudi. It is used during operations in areas
where there is no network coverage or mobile data connection.

Holy-land Christianity On The Air (HOCOTA)
Members of the Israel Amateur Radio Club (I.A.R.C) are pleased to
announce the 2019 XMAS activity for its national award program:
Holy-land Christianity On The Air (HOCOTA).
The program includes numerous sites with major significance to
Christianity - well-known to every Christian and based by the
language and citation from the holy books, Christian tradition,
beliefs and heritage, as well documented archaeology and other
researches.
This is the third year of the program and the activity will be
commenced during the 2019 Christmas season (December 26-29th)

Satellite DXCC via LEO Satellites
Chris Taron, NK 1 K, recently completed his satellite DXCC award with
all QSOs made using LEO satellites.
His 100th DXCC entity worked came courtesy of Phillipe Chateau, EA4NF,
who was operating as EA9/EA4NF in Melilla. Chris posted a recording
of his QSO via AO-7 on https://chirb.it/90xpzx.
The LoTW confirmation a few days later left him at 99 DXCCs confirmed.
A QSL card received from VP2V/DL7VTX on December 5th put him over the
top with 100 DXCC entities confirmed.

AZTECHSAT-1 CubeSat to Transmit Emergency Traffic using WINLINK
AZTECHSAT-1 has received IARU coordination for a downlink frequency
of 437.300 MHz using 9k6 GMSK or FSK. The CubeSat will also carry a
Globalstar radio.
The CubeSat will listen for emergency messages in the 439 MHz
frequency range and then retransmit these messages for amateur radio
operators to copy on the 437.300 MHz downlink using the WinLink
protocol.
AZTECHSAT-1 will create a Saturation Map of 435-438 MHz by listening
for the whole orbit and returning captured data to the ground station
using the 437.300 MHz amateur radio downlink plus a 1600 MHz
Globalstar link.
The emergency messages received via globalstar to the AZTECHSAT-1
ground station will be shared on the project's website and a
certificate will be available for amateur stations receiving the
emergency message(s)submitted via their website and confirmed by the
AZTECHSAT-1 team.

The oldest known US radio amateur, Cliff Kayhart, W4KKP, has received
his ARRL Centurion Award plaque.
The award recognizes hams who have achieved centenarian status.
W4KKP is 108.
At the November meeting of the Dutch Fork Amateur Radio Group in
Little Mountain, South Carolina, ARRL Roanoke Division Director
Bud Hippisley, W2RU, headed an ARRL delegation that presented the
Centurion Award plaque to Cliff, who was first licensed in 1937.
W4KKP Chris served on Iwo Jima during World War II, shortly after
the US victory there, setting up long-range radio communication
from the island to Tokyo to arrange for the eventual surrender by
Japan.
He remains active, checking into several nets from his assisted
living facility.

In New Zealand, local Canterbury area SOTA activators are holding a
Banks Peninsula SOTA QSO Party 1 February 2020. On that day eight
SOTA summits in the Banks Peninsula area are going to be activated.

SPECIAL INTEREST GROUPS - VHF AND ABOVE (The Plumbers Delight)
VK 70cms record reported to have reached nearly 3000 kms
This is a DIGITAL record only and both the VK2 and VK6 stations
involved were using FT8
Reports from overseas suggest on the morning of the 5th of December
2019, there was a remarkable tropo contact between Leigh, VK2KRR and
Peter, VK6KXW on 70cms and at a distance was 2,806 kms which
crossed over the Great Australian Bight, that part of the ocean
well noted for tropospheric ducting.
A few days earlier, on the 1st of December, there was an extensive
Sporadic-E opening on 144 MHz in the south-eastern part of Australia.
While this allowed contacts on the 2-metre band between various
Australian regions, the most remarkable opening was probably between
VK5 and the northern tip of New Zealand. WSPR beacon ZL1SIX was copied
at distance just over 3,170 kms

Submitting news items
If you would like to submit news items for possible inclusion in the
VK1WIA broadcasts, please email your item in text to
nationalnews @ wia.org.au
and don't JUST send url's links or posters,
but take the time to pen YOUR contribution.
To submit audio
email nationalnews @ wia.org.au
and ask for the current password then read "how to submit items"
in the weekly news page on
http://www.wia.org.au/members/broadcast/contribute/
We would appreciate items certainly no longer than 2 minutes in length
as we only have a half hour.
Remember the sooner you submit material the more the likelihood of it
being broadcast in the very next edition of WIA National News.
Each item will only be broadcast once, if you want a couple of
mentions, please submit different slants to keep your event 'fresh'
and always if the news room is to read your item ---
write it in the 3rd person.
A reminder when supplying HamFest info we obviously can't plug
DEALS from commercial traders "on air", but we at the WIA will put
your supporters 'goods' in this text edition "no worries."
We cannot give blatant 'plugs' to raffles. (new Jan 2019)

Societies and Club News Letter Editors can EXCHANGE a feed prior to
the actual broadcast date,
e-mail nationalnews @ wia.org.au
Call-backs follow the RF editions, but also for text readers you may
lodge a quick reply to let us know you read it, who knows, you might
even get a "cheerio call".

Open mail program which sends mail from the address you want to
unsubscribe from. Send unsubscribe to the list
unsubscribe address vk1wia-news-leave @ lists.wia.org.au
You will be sent a confirmation mail and must follow the instructions
given in that mail to complete the unsubscription.
Once your unsubscription has been processed, you will probably
receive another message confirming your unsubscription from the list,
and at that point you should stop receiving messages.
